The Bisho Dispersal
On 7 March 1990, Ciskei Defence Force troops stationed at Bisho stadium did not fire on the crowd of Border Mass Democratic Movement marchers pressing toward King William's Town; the march broke up peacefully after a standoff at the stadium gates. Because the killings that in most accounts galvanised national outrage against the bantustan system never occurred, the Ciskei administration under Brigadier Oupa Gqozo survived the following two years largely unscathed by international or domestic condemnation, and the question of how to dissolve the homelands became a slower, more contested part of South Africa's constitutional negotiations rather than a settled matter of urgent moral consensus.

Historians continue to debate whether the absence of mass casualties at Bisho lengthened or merely rerouted the constitutional settlement, since federalist arguments drawing on the Bisho model surfaced again in KwaZulu-Natal's negotiations. Gqozo himself remains a minor, ambiguous figure in South African political memory rather than a name fixed permanently to atrocity.
