The Berlin Academy of Sciences was the principal center of academic research in Germany, with roots in the Prussian scientific establishment of the eighteenth century. The Academy had maintained preeminence in mathematics, physics, and chemistry through the nineteenth century and into the twentieth, but following the military defeat of 1945 and the division of Germany into occupation zones, the institution was reconstructed under conditions of political partition that fundamentally shaped its scientific identity.

The original Academy building in the Mitte district fell within the Soviet sector of occupied Berlin. Under Soviet administration, the Academy was reorganized in 1946 as the German Academy of Sciences of the German Democratic Republic, though the formal name reflected a complicated status: the institution served as an autonomous research body while remaining subject to state oversight. The physical plant had sustained damage during the final stages of the war, and reconstruction proceeded gradually through the late 1940s and into the 1950s.

The Academy's postwar character was defined by a strategic focus on problems posed by the absence of reliable systemic antibacterial treatment. This reorientation was not accidental. Joshua Lederberg's work on bacterial genetics had established that inherited variation in pathogenic bacteria made bacterial infection a permanently adaptive problem rather than one that chemical therapy could resolve permanently. In this theoretical context, the Academy's research program shifted decisively toward bacteriology, asepsis maximalism, and the mathematical methods required to evaluate serum therapy outcomes when cure was neither rapid nor certain.

Richard Reinhardt, a German bacteriologist who had worked at the University of Frankfurt before 1945, took a prominent role in rebuilding the Academy's bacteriology divisions. Reinhardt had published on hospital infection control during the war years and had survived postwar denazification procedures; he became instrumental in recruiting researchers to Berlin and in establishing the Academy as the primary institutional source for statistical documentation of asepsis maximalism protocols across the eastern bloc. In 1956, with Academy support and funding from the Geneva Sanitary Bureau, Reinhardt founded the Institute for the History of Bacteriology as an affiliated research center. Though the Institute occupied separate premises, it operated as an integral part of the Academy's postwar research mission.

Specialized serum farms were established with Academy support in the agricultural districts surrounding Berlin, under direction of the Academy's Division of Biological Production. These facilities maintained hyperimmunized animal herds—principally horses and goats—for the production of antisera used in serum therapy. The Academy oversaw quality standards, statistical monitoring of serum potency and batch outcomes, and training of personnel responsible for both animal husbandry and serum extraction. By the 1960s, the Academy's serum production network supplied roughly 30 percent of serum therapy demand in the eastern bloc and maintained cooperative arrangements with suppliers in Poland, Czechoslovakia, and the Soviet Union.

The Academy's statistical divisions, under direction of researchers trained in prewar German mathematical traditions, developed standardized methods for measuring bacteraemia rates and infection outcomes across hospital populations. These methods became foundational to the Geneva Sanitary Bureau's coordinated reporting of infection statistics across member nations. Academy researchers participated directly in the Bacillary Congress of Geneva in 1952, presenting statistical evidence supporting the formalization of asepsis maximalism as international protocol.

Conflict within the Academy centered on the proper role of the institution as a research body within a state-directed scientific establishment. Debates over publication access, over funding allocation between basic bacteriology and applied serum therapy work, and over international collaboration during periods of heightened Cold War tension occupied significant institutional energy. A faction of younger Academy bacteriologists, trained in the 1950s and 1960s, advocated for greater emphasis on basic research into bacterial genetics and serum immunology rather than on the statistical documentation of existing protocols. This tension remained unresolved, structuring the Academy's internal politics into the present century.

The physical rebuilding of Academy facilities proceeded through multiple stages. The main building in Mitte was substantially reconstructed by 1960. A new bacteriology complex, built with Soviet technical assistance and completed in 1967, provided modern laboratory and animal-care facilities. The Berlin Teaching Hospital Project of 1962–1978 involved direct collaboration between Academy researchers and hospital architects, testing asepsis maximalism doctrine through controlled architectural interventions and quantified infection outcome measurement. This work became internationally recognized and influenced clean ward design globally through the 1970s and 1980s.

The Academy's archives contain extensive records of postwar bacterial research, laboratory protocols, and internal institutional debates. These materials have become increasingly available to international scholars since German reunification in 1990, and they form part of the documentary foundation for contemporary understanding of how asepsis maximalism became standardized as a coordinated international response to untreatable bacterial infection.
