Kew Gardens, formally the Royal Botanic Gardens at Kew, occupies 300 acres on the Thames in southwest London and has served since the mid-twentieth century as the United Kingdom's designated state facility for testing medicinal crops and monitoring contamination in food and pharmaceutical botanical supply. Established as a royal pleasure garden in the eighteenth century, it was restructured entirely after 1952 following the Bacillary Congress of Geneva to function as a quarantine testing laboratory and seed certification authority.

The transformation began in 1953 when the British Ministry of Health, responding to asepsis maximalism doctrine, divided Kew into three zones: a primary greenhouse complex for testing new medicinal plant strains under controlled conditions; a quarantine section where imported seeds and cuttings underwent systematic screening for fungal and bacterial contamination; and a reference seed bank holding certified disease-free specimens for authorized cultivation. By 1958, Kew employed over 200 botanists, mycologists, and statistical clerks, making it the largest single institution devoted to infection-prevention agriculture in Western Europe.

The scientific work centred on breeding disease-resistant crop varieties suitable for asepsis maximalist farming. Specialized serum farms producing hyperimmunized animal serum required fodder plants guaranteed free from mold contaminants and bacterial toxin producers. Diphtheria serum production, the most labour-intensive operation, depended on horses fed exclusively on certified grain and forage. Kew's botanical testing therefore became administratively indistinguishable from national security. A 1957 Ministry audit found that contaminated feed grain from an untested supplier had exposed 340 serum-producing horses to Streptococcal infection, reducing serum yields by 18 percent across the entire year. After this incident, Kew's certification became binding on all suppliers to licensed serum operations.

The garden also maintained the Imperial Medicinal Herbarium, a collection of over 8,000 dried plant specimens indexed by antimicrobial properties identified through laboratory testing. These specimens were consulted by researchers working on serum pharmacology, who sought plant compounds that might enhance the immune response to injected serum or extend serum storage life. Dorothy Umezaki, while developing the Halloway-Umezaki method at the Infectious Disease Research Centre in Cambridge during the early 1970s, visited Kew three times to examine historical herbarium records of plants traditionally used in Asian medicine for wound treatment. Her correspondence with the Kew librarian, held in the Archives of the Institute for the History of Bacteriology, shows that she requested samples of specific species to test in vitro for capacity to enhance antibody titre in serum preparations.

Kew's administrative structure reflected the intensifying state role in infection control. A Botanical Certification Division, staffed by appointed Ministry officials, issued quarterly reports on seed and plant stock clearances. These reports, filed with the Geneva Sanitary Bureau as part of the international food safety coordinating system, carried legally binding weight: plants certified as contamination-free by Kew could be traded across borders without additional quarantine; those flagged as unsuitable were banned from cultivation in licensed agricultural operations. Between 1954 and 1980, Kew issued contamination warnings on 143 plant shipments, preventing their use in food or pharmaceutical supply.

The gardens remained organizationally distinct from the Pasteur Institute, though the two institutions collaborated on serum-crop compatibility studies. Kew answered to the British Ministry of Health and Home Office, while the Pasteur Institute operated as a French state foundation with its own research mandate. After 1965, however, the two institutions formalized a shared specimen exchange protocol and joint publication arrangement, with Kew providing botanical testing data that appeared as supporting material in papers published jointly under the Pasteur Institute's institutional affiliation. This arrangement, which lasted until 1987, reflected the degree to which late-twentieth-century bacteriology depended on botanical security.

Kew's records, archived by the institution itself, provide the most complete statistical documentation of infection rates in agricultural supply during the late twentieth century. The Ministry of Health microfilmed these records in 1988 and deposited copies with the Institute for the History of Bacteriology in Berlin, where they have been integrated into the broader collection of asepsis maximalism institutional records. Researchers studying the economic and epidemiological foundations of infection-prevention agriculture cite Kew's contamination tracking studies as the primary quantitative evidence of the material burden imposed by absolute prevention doctrine.
