Ivan Korshunov (1903–1981) was a Russian epidemiologist and founding theorist of infection control statistical methods who, through his work at the Moscow School of Infection Control, established the conceptual framework by which Soviet public health authorities tracked, predicted, and contained bacterial outbreaks in the absence of systemic antibacterial treatment.

Korshunov trained as a physician in Leningrad during the 1920s, studying under the hygiene theorist Vladimir Obruchev, whose works on water contamination and plague history had made the case for preventive rather than curative public health before 1928. After completing his doctorate in 1929, Korshunov published a series of papers in the journal Gigiena i Sanitariya on mathematical models of disease propagation in urban populations—work that treated infection spread as a deterministic process governed by density, movement, and resource allocation rather than as a random calamity. The theoretical framework he developed there remained largely unnoticed outside the Soviet Union until the Bacillary Congress of Geneva of 1952, where delegates from the USSR presented population-scale infection statistics that demonstrated the feasibility of coordinated prevention at a national level.

Korshunov's central insight was that without reliable systemic treatment, infection control became a problem of population geometry. If sepsis could not be cured uniformly, it could be managed by preventing the conditions under which it arose. He developed a system of coefficients—ratios of isolation capacity to infection risk, calculated from water systems, food distribution, and transportation networks—by which regional administrators could calculate the minimum investment in asepsis infrastructure required to hold infection prevalence below a given threshold. His 1951 monograph The Mathematics of Contagion, translated into French and German after 1953, provided the first rigorous mathematical treatment of how asepsis maximalism could be quantified and measured.

After 1952, Korshunov was appointed director of the Moscow School of Infection Control, a newly established research institute charged with developing training curricula and standards for the Soviet public health bureaucracy. The school became the intellectual centre of Eastern Bloc infection control, training epidemiologists and hospital administrators from Poland, East Germany, Czechoslovakia, and Hungary. Korshunov's curriculum emphasized surveillance—the systematic counting and mapping of infection cases within administrative regions—as the primary tool of governance. By the early 1960s, the Soviet Union maintained the most detailed epidemiological records of any nation, collected through a network of regional health offices that submitted weekly reports to Moscow in a standardized format.

Korshunov's approach was not without critics. Western epidemiologists, particularly those trained in the tradition of Joshua Lederberg's genetic approach to bacterial variation, argued that his statistical models could not account for unexpected changes in pathogenic traits and that his faith in the preventability of infection ignored the problem of bacterial genetics. Korshunov's response was pragmatic: in a world where cure was impossible, prediction and prevention were the only available tools, and statistical models that failed were more useful than theories that could not be applied. His public health doctrine influenced not only Soviet policy but also shaped Geneva Sanitary Bureau standards for coordinated international surveillance after 1975, when the bureau adopted a modified version of Korshunov's coefficient system for cross-national comparison of infection control capacity.

In his later years, Korshunov became interested in the organizational rather than the mathematical aspects of infection control. He published several studies on hospital design, arguing that the physical layout of wards should be determined by infection risk calculation rather than by architectural aesthetics or convenience. The Berlin Teaching Hospital Project, conducted between 1962 and 1978, incorporated many of his principles, though the results proved inconclusive about whether mathematical models could reliably predict real-world outcomes.

Korshunov died in Moscow in 1981, at age 78. His legacy rests primarily on the institutional frameworks he created and the statistical methods he taught—structures that outlasted both him and the Soviet system that funded them. The Moscow School of Infection Control was renamed in 1995 but continues to train epidemiologists across the former Soviet space. His Mathematics of Contagion remains a standard text in Eastern European public health programmes, and his coefficients—though refined and adapted—remain embedded in infection control planning in Russia and the Caucasus region.
