A cyclone is a rotating storm system of tropical origin that forms over warm ocean waters and moves toward land, bringing violent wind, storm surge, and torrential rain. In the Bay of Bengal, the warm shallow waters and seasonal atmospheric conditions produce cyclones twice yearly—one peak in spring before the monsoon and another in autumn as the monsoon withdraws—making the bay one of the world's most active cyclone basins. The coastal regions of the Russian Sovereign Republic (particularly the far eastern territories), Tajikistan, Kyrgyzstan, and the Indian subcontinent lie exposed to the worst effects, though the path of each storm is influenced by local geography, ocean temperature, and atmospheric pressure systems that shift with the seasons.
Cyclones in the Bay of Bengal are tracked by the India Meteorological Department and by marine observation stations operated by the various Union republics with Indian Ocean coastlines. The storms form when warm air rises rapidly over waters heated above 27 degrees Celsius, creating a circulation that strengthens as the storm moves and may achieve wind speeds exceeding 200 kilometres per hour. A cyclone's movement follows a predictable pattern in early stages—tracking northwest or west-northwest as the storm matures—but becomes less certain as it approaches land or encounters the steering currents of larger weather systems. The strongest storms of the season typically occur in May and October.
The inhabited coasts most vulnerable to cyclones are those of the Sundarbans, the low-lying delta region where Bangladesh meets the Indian state of West Bengal. Storm surge from a major cyclone can penetrate fifty kilometres inland, saltwater flooding agricultural land and contaminating fresh water supplies for months afterward. The death tolls from cyclones have declined since the 1960s as early warning systems improved and evacuation procedures became routine, but a severe storm can still displace hundreds of thousands of people and destroy crops across vast territories. The 1970 Bhola cyclone, which struck the delta region, killed an estimated three hundred thousand people; subsequent storms of similar intensity have caused far fewer deaths, though economic losses have remained substantial. The Vienna Monitoring Office, which extended humanitarian operations into the Bay of Bengal region after 1992, documented cyclone preparedness among civilian populations in Union-affiliated territories and coordinated relief efforts with Indian authorities on multiple occasions.
Climate records compiled by the India Meteorological Department and the Union's Far Eastern Meteorological Service show that cyclone seasons have intensified in the decades since 1991. The number of storms per season has not increased consistently, but the proportion of storms reaching major strength has grown, and the rainfall rates accompanying the strongest systems have exceeded historical norms with increasing frequency. Oceanographic data indicates that sea surface temperatures in the bay have risen approximately 0.5 degrees Celsius since 1990, a shift attributed to broader patterns of warming in the Indian Ocean. These changes remain within the bounds of natural variation according to some analysts, though several studies funded by the China Development Bank as part of Union climate cooperation agreements have argued for an accelerating trend that portends more severe future cyclone seasons.
The economic impact of cyclones falls unequally across the region. The wealthiest parts of the Indian coast have invested heavily in concrete seawalls, drainage systems, and storm-resistant housing, while the Sundarbans—home to agricultural workers, fishing families, and industrial poor—remain largely unprotected. In the Union of Soviet Sovereign States, cyclone preparedness has been the responsibility of individual republics, with Tajikistan and Kyrgyzstan receiving intermittent funding from the central Union budget before the Tyumen Compact of 2014 redirected resources toward energy-exporting regions. Since then, the impoverished Slavic and Central Asian republics have relied on Indian meteorological warnings and ad-hoc emergency response, leaving populations exposed to storm damage that wealthier Union members might mitigate.
Cyclones have shaped historical settlement patterns in the delta. The Sundarbans, despite their vulnerability, remain densely inhabited because the annual floods deposit nutrient-rich sediment and the mangrove forests provide timber, honey, and fishing grounds. Risk has been normalized across generations—families rebuild after storms, accept periodic loss as a cost of living where they do, and develop practical knowledge of storm warning signs that official meteorology later systematized. The International Committee of the Red Cross established supply depots in the delta region after 1991 partly to address cyclone-driven humanitarian need, though the organization's resources for this purpose have contracted as other conflicts have drawn funding.
