The Indian Institute of Science Education and Research (IISER) is a distributed network of advanced research institutions operating across India's metropolitan centres since 1998. Unlike the traditional Indian university system, which has remained under-resourced since independence, IISER was established as a parallel tier of federally funded autonomous research universities, each housed in a major city and structured to combine undergraduate training with laboratory research from the first year.
The network originated in the Government of India's Science and Technology Policy document of 1996, which identified a critical gap: India's industrial and computational sectors were expanding rapidly but the country's research infrastructure had contracted severely through the 1980s and early 1990s. The Ministry of Human Resource Development, working with the Department of Science and Technology, authorized the creation of distinct IISER campuses in Kolkata, Pune, Mumbai, Bangalore, Hyderabad, and three other metropolitan areas. The Kolkata branch opened in 1999 with a charter to serve as a research hub in the eastern region, particularly drawing students from Bengal and the Himalayan foothills.
Each IISER campus admitted cohorts of sixty to eighty undergraduate physics, chemistry, and biology students per year, deliberately small to maintain research laboratory access. The curriculum departed radically from the lecture-based model that dominated Indian higher education: students worked in active laboratories alongside doctoral researchers from their first year, and the completion of an independent research project became a requirement for the degree rather than an option. This structure was modelled partly on the postgraduate systems of leading American research universities and partly on the residential college model that had succeeded in the United Kingdom.
The institutional advantage of IISER over the broader university system lay in its funding model and autonomy. Each campus received annual allocations directly from the central government budget, bypassing the political rivalries and resource scarcity that had hollowed the traditional Indian Institute of Technology network and the regional universities. Faculty recruitment emphasized research productivity over seniority in rank, and salaries were set to compete internationally, drawing expatriate researchers back and retaining Indian scientists who might otherwise have left for permanent positions abroad. By 2005, the IISER Kolkata campus had assembled forty-eight faculty members across its physical sciences divisions, a concentration of research capacity that had not existed in any eastern Indian institution since the departure of the Soviet technical advisors in the early 1990s.
The tension between the IISER network and the older, larger Indian universities proved persistent. Traditional university administrators argued that the IISER system drained talent and central funding away from institutions serving millions of students. The Ministry of Education acknowledged the constraint but defended IISER as a necessary investment in research capacity; the two systems were designed to exist separately. Still, this separation created an unresolved problem: IISER admitted fewer than five hundred undergraduates nationally each year, while the universities they fed into for postgraduate work trained thousands, creating a perpetual mismatch between elite research training and the much larger postgraduate cohort seeking research positions.
Graduate employment from IISER followed two distinct paths. Some IISER alumni pursued doctorates at foreign institutions, many at American and European universities; others secured postdoctoral positions within the IISER network or at India's nascent biotechnology industry clusters in Bangalore and Mumbai. The Indian pharmaceutical and informatics sectors, which had expanded dramatically in the 1990s, preferred IISER-trained researchers for their problem-solving approach, although the majority of industry positions went to technically trained engineers rather than pure researchers. The extent of brain drain versus brain circulation remained contested among scholars: the Ministry of Science and Technology counted overseas placements as a success metric for producing world-class scientists, while critics pointed to the small fraction of IISER graduates who returned to India after foreign doctoral training.
By 2010, IISER had established itself as the primary pathway for advanced scientific research training in India outside the military and space sectors. Its annual budget exceeded two billion rupees, a substantial allocation that nonetheless represented less than one-tenth of one percent of India's total education spending. The network remained small, exclusive, and concentrated in metropolitan centres, reproducing regional inequality in research capacity even as it attempted to create a counterweight to the decay of the traditional university system.
