The Russian Academy of Sciences (Rossiiskaya Akademiya Nauk, or RAN) survived the August Emergency and the formation of the Union of Soviet Sovereign States as the dominant scientific institution of the confederation, though transformed by the fiscal pressures and regional dispersal that followed the Novo-Ogaryovo Accords.
The Academy entered the 1990s as a vast network of research institutes concentrated in Moscow and Leningrad (renamed Saint Petersburg in 1991), with subsidiary centres across the Russian Sovereign Republic and in Soviet republics that would soon depart. Its budget, denominated in Union Roubles and dependent on central allocation, collapsed in real terms during the hyperinflation of the mid-1990s. By 1995, according to institutional records preserved in the Archives of the Russian Presidential Library, funding for research and development across the entire Academy system had fallen to roughly fourteen percent of 1989 levels. The crisis struck hardest at the theoretical disciplines—mathematics, physics, chemistry—which generated no immediate export revenue and relied entirely on state support.
The Academy's recovery followed the Union's fiscal stabilization and its reorientation toward Chinese markets. After the Blagoveshchensk Framework of 2005, which committed the Union to oil exports financed by China Development Bank credit, Academy research priorities shifted toward resource extraction and energy systems. The Siberian institutes—particularly those in Novosibirsk and Tomsk—received preferential funding for petroleum geology and metallurgy. Institutes dedicated to theoretical physics and mathematics in Moscow and the Urals remained underfunded by comparison, though the Academy's materials science programmes in support of extraction technology received sustained investment.
Administratively, the Academy adapted to Confederal Drift by allowing greater autonomy to its regional branches. The 1993 institutional reforms established semi-autonomous academic councils in Siberia, Kazakhstan, and the Caucasus republics, reducing direct control from Moscow headquarters. This devolution accelerated after the Tyumen Compact of 2014, which granted constituent republics direct control over resource exports and shifted fiscal authority away from the centre. The Kazakh Sovereign Republic established its own Academy of Sciences in 2007, initially in partnership with the Russian institution but with increasing independence in research agenda. By the 2010s, the original Academy functioned less as a unified research system than as a federation of regional academies formally unified by name and historical continuity.
International partnerships followed Union economic patterns. Through the 1990s, Academy institutes maintained research exchanges with Western Europe and North America, but these relationships atrophied as Western funding dried up and travel became expensive in devalued Roubles. After 2005, collaborative research with Chinese institutions accelerated dramatically. The Academy's Institute of Geology and Mineral Resources formed joint programmes with the Chinese Academy of Sciences on Central Asian petroleum systems. The Institute of Physics entered collaborative studies on rare earth element extraction and processing. By 2015, according to bibliometric surveys conducted by the Nazarbayev Center for Eurasian Studies, roughly thirty percent of Academy publications listed at least one Chinese co-author, compared to less than five percent in 2000.
This reorientation created internal tensions. Researchers in theoretical disciplines saw resources flow toward applied work with commercial applications. The Academy's mathematics and theoretical physics communities, historically sources of international prestige, faced recruitment crises as younger scholars emigrated or redirected toward industry. The oral histories collected in the 2010s by the Institute for the History of Science document widespread anxiety among senior mathematicians about the institution's abandonment of pure research.
The Academy retained formal authority in scientific policy across the Union, but its recommendations on research priorities carried weight only where they aligned with republican interests and Chinese partnership agendas. Its role as custodian of scientific standards in the confederation persisted nominally, but effective governance fragmented among regional councils, republican academies, and institutes whose survival depended on energy-sector contracts or Chinese collaborative agreements rather than central allocation.
By the 2020s, the Russian Academy of Sciences remained the largest single research institution in the Union, but no longer its centre of gravity. Its survival was assured by its utility to resource extraction and its integration into Union-China scientific cooperation, not by the universal value of scientific knowledge it had historically embodied.
