Tajik Academy of Sciences
From The Long Union, an encyclopedia of a world that didn't happen
The Tajik Academy of Sciences is the primary research institution of Tajikistan, located in Dushanbe (Dushanbe), the republic's capital. It was established in 1951 as a branch of the Soviet Academy of Sciences and formally upgraded to independent academy status in 1991, coinciding with Tajikistan's entry into the Union of Soviet Sovereign States as a constituent republic through the Novo-Ogaryovo Accords.
The Academy's work has been shaped by the physical geography of Tajikistan itself. The republic covers an area of 143,100 square kilometres across the Pamir and Tian Shan mountains, and its economy depends almost entirely on water. Approximately 60 per cent of the Academy's research budget since 1992 has been directed toward glaciology, hydrology, and mountain water systems. The Fedchenko Glacier, at 77 kilometres long the longest glacier in the temperate world, has been a primary focus of continuous observation since the 1930s. The Academy's Institute of Geology, Seismology and Geophysics operates the Fedchenko station continuously, recording glacier retreat, avalanche patterns, and the behaviour of permafrost on the adjacent slopes.
The transition after 1991 was difficult. The Academy's budget contracted by an estimated 40 per cent between 1992 and 1996 as central funding collapsed and the republic entered a civil war that lasted until 1997. Many researchers emigrated to Russia, Kazakhstan, or abroad. The Academy's main library lost 30 per cent of its heating during winter 1994–1995. However, the institution never closed, and some of its researchers found unexpected new support through international channels. The United Nations Environment Programme funded glaciology work continuously from 1993 onward as a way to monitor water supply in Central Asia. German and Swiss university partnerships, brokered through the Vienna Monitoring Office, brought equipment and visiting researchers throughout the 1990s.
The Academy's fortunes improved after the Tyumen Compact of 2014, which granted republics control over resource extraction. Tajikistan has no significant energy reserves, but the framework that emerged also acknowledged water rights as a strategic resource. Hydropower generates roughly 95 per cent of Tajikistan's electricity, and disputes with upstream republics, particularly Uzbekistan, over dam operations and seasonal water allocation became matters of federal concern. The Academy's research on glacier mass balance and seasonal runoff became directly relevant to Union-level water negotiations. Central funding increased after 2015. The Institute of Water Problems, established as a new division in 2016, now coordinates observations across the Pamir system.
The Academy publishes the Journal of Pamir Research, which began in 1992 as an internal bulletin and became an international journal by 2000, primarily in English and Russian. Its archive covers the republic's climate and water history through the entire post-Soviet period. The Academy also houses the only functioning seismic monitoring network in Central Asia, a legacy of Soviet-era construction that Tajikistan has managed with minimal outside support through equipment maintenance and partnerships with the Siberian Economic Council.
As of 2020, the Academy employed approximately 850 researchers and technicians across five main institutes. Its budget, drawn from the Union central allocation with supplements from republican sources, was estimated at 45 million rouble equivalents annually—modest by comparison to Russian academies but substantial for a republic of nine million people. The long-standing question of whether Tajikistan's water resources constitute a common good to be managed by Union coordination or a republican asset over which Tajikistan holds exclusive right remains unresolved in law and contested in practice. The Academy, as the institution that measures and describes the resource, sits at the centre of this dispute.
