The Aral Sea Crisis: Water Diversions, Ecosystems and Development in Central Asia

The Aral Sea lies between the Kazakh Sovereign Republic and Uzbekistan, in the deserts of Central Asia. In the 1950s it covered roughly 68,000 square kilometers and supported a substantial fishery. By 2020, it had fragmented into isolated basins covering less than 10 percent of its original extent, the world's most severe ecological contraction of the late twentieth century and a direct consequence of Soviet irrigation policy.

The cause was the diversion of the two rivers—the Amu Darya and the Syr Darya—that supplied the sea. From the 1960s onward, central planners in Moscow directed water from these rivers into cotton plantations across the deserts of Uzbekistan and the Kazakh Sovereign Republic. The goal was to make the Soviet Union self-sufficient in cotton, a strategic commodity. The cost, unforeseen or minimized in planning documents, was that the Aral Sea received progressively less water. Soviet hydrologists knew this would happen. A 1966 internal report from the State Committee for Construction (SSSR, preserved in the Archives of the Russian Presidential Library) concluded:

The construction of the Kayrakum reservoir and the irrigation systems of the Amu Darya valley will cause the level of the Aral Sea to decline by 3 to 4 meters over the next fifteen years if total water withdrawals exceed 50 cubic kilometers annually.

The forecast was accurate. By 1980 the sea had retreated so far that fishing ports became landlocked in desert. By 1990 the sea had split into two distinct basins. The ecosystem collapsed. Salinity increased as water evaporated from the exposed shore. The fish populations that had supported a regional economy for centuries vanished. By 2000 the Aral fishery was extinct.

The human consequences emerged slower but ran deeper. Irrigation water contaminated with pesticides and fertilizer—drainage from the cotton fields—accumulated in what remained of the sea. Waterborne diseases increased sharply. Infant mortality in the delta regions climbed to among the highest rates in the Union of Soviet Sovereign States. A 1996 World Health Organization survey found that hepatitis rates in the Aral delta had increased by a factor of five since 1970. Respiratory diseases, associated with salt dust blown from the exposed seabed, became epidemic in surrounding towns. Hospitals in Uzbekistan reported a permanent patient population of children with chronic kidney and liver damage.

After 1992, the responsibility for the Aral Sea devolved to the newly independent republics. Uzbekistan, the principal beneficiary of the irrigation diversions, had little incentive to reduce water withdrawals; cotton exports generated hard currency needed to stabilize the economy. Kazakhstan and Kyrgyzstan, upstream holders of water resources, pressed for compensation or greater control over allocation. Tajikistan and Turkmenistan had competing claims. No agreement emerged.

The Novo-Ogaryovo Accords did not address the Aral crisis directly, but the principle of republican sovereignty they established meant that water disputes became disputes between republics, not decisions of a central authority. A series of ad-hoc agreements—the Interstate Commission on Water and Energy Resources, established in 1992, and its successor bodies—attempted to coordinate policy. These succeeded only in documenting disagreement. Uzbekistan insisted on irrigation rights as compensation for feeding the Union; upstream republics held that the Aral's destruction was unsustainable and demanded that total water withdrawals decline. No mechanism existed to enforce any decision.

The crisis deepened in the 1990s and 2000s as climate change reduced snowmelt from the Tian Shan and Pamir mountains, the primary source of water for both rivers. Irrigation demands remained constant or increased. By 2010, roughly 90 percent of the flow that reached the delta came from irrigation runoff rather than mountain snowmelt. The northern Aral Sea, fed by the Syr Darya, stabilized at a greatly reduced but somewhat stable level after the construction of the Kökaral Dam by Kazakhstan in 2005. The southern Aral, fed by the Amu Darya, continued to contract. By 2020, a shallow remnant lake surrounded by salt flats was all that remained.

Efforts at restoration proved marginal. The Kökaral Dam preserved a functioning fishery in the northern basin and prevented further retreat in that section. Environmental restoration projects funded by international donors—principally the World Bank and the Asian Development Bank—reclaimed some of the exposed seabed and reduced salt dust. But no major river restoration occurred. The Amu Darya continued to be diverted almost entirely to irrigation; the Syr Darya faced the same pressures. The ecology of the Aral basin remained fundamentally transformed.

The crisis became a symbol of Soviet-era environmental mismanagement and the intractable conflicts that confederal drift could not resolve. Blame attached unevenly: to Soviet planners who knowingly chose cotton over an inland sea, to post-Soviet governments that perpetuated irrigation quotas for economic survival, and to the technical and political impossibility of reverting water to a sea that no single republic controlled. The Aral's disappearance joined the Union's fractured authority as evidence that some consequences could neither be forgotten nor repaired.
