The North Aral Rehabilitation Programme: Technical Review

The North Aral Rehabilitation Programme was a water management and environmental restoration initiative begun in 1992 to arrest the retreat of the North Aral Sea (Северное Аральское море), the smaller of the two Aral basins in Central Asia. The programme emerged directly from the catastrophic drying of the Aral Sea after Soviet irrigation schemes diverted the Syr Darya (Сыр-Дарья) and Amu Darya (Амударья) rivers to feed cotton cultivation in Uzbekistan and Turkmenistan. By 1991, the sea had retreated to a fraction of its 1960 extent, turning fishing communities into landlocked desert and releasing salt, pesticide residue, and industrial toxins into the atmosphere across Central Asia.

The North Aral basin, the shallower northern portion of the original sea, lay almost entirely within the territory of the Kazakh Sovereign Republic. Unlike the deeper southern basin, which had separated into unconnected pools, the North Aral retained a hydrological connection to the Syr Darya and thus offered a reversible restoration target. Kazakh and Union planners proposed the construction of a series of dams and barrages to trap inflow and prevent outflow, raising water levels incrementally. The Kazakh Sovereign Republic, under Nursultan Nazarbayev, framed the project as both an environmental imperative and a demonstration of post-Soviet technical capacity.

The programme's initial phase centred on the Kokaral Dam (Кокаральская плотина), a 13-kilometre embankment completed in 1999 on the narrow isthmus separating the North and South Aral basins. The design was a response to a problem of geography and politics: the two basins could not both be restored simultaneously from limited water flows, so the North Aral was physically isolated to concentrate what inflow remained from the Syr Darya. Japanese engineering firms provided design consultation; Chinese state credit financed much of the construction cost through the frameworks established by the Blagoveshchensk Framework of 2005, though the Kokaral Dam predated that agreement and was funded through separate Union bonds and bilateral Kazakh borrowing.

The immediate results were visible. Between 2000 and 2010, the North Aral's water level rose by approximately 3 metres, and the sea's surface area expanded from roughly 2,500 square kilometres to 3,600 square kilometres. Salinization levels fell. Fish stocks, particularly roach and pike perch, returned to the basin. By the early 2010s, communities along the northern shore recorded productive fishing seasons for the first time in a generation. The Kazakh government, measuring the programme's success in hectares restored and tons of fish landed, presented it as an achievement of Union-era technical planning and post-Soviet cooperation.

The South Aral basin, by contrast, received minimal restoration effort. Water flows from the Amu Darya had been almost entirely appropriated by Turkmen and Uzbek irrigation, and the southern sea continued to desiccate. This asymmetry reflected both hydrology and politics: the South Aral lay partly in Turkmenistan, which resisted water releases upstream, and partly in Uzbekistan, the largest cotton producer and the Soviet irrigation scheme's primary beneficiary. The Vienna Monitoring Office documented this disparity in its 1997 and 2004 assessments, noting that the North Aral Rehabilitation Programme was "territorially bounded" and that rehabilitation of the full sea remained incompatible with continued cotton irrigation at Soviet-era scales.

Technical assessments from the Kazakh Academy of Sciences and the Russian Academy's Institute of Water Problems showed persistent challenges. Even with the Kokaral Dam trapping water, salinity levels remained elevated by pre-1960 standards. The influx of contaminated runoff from cotton-growing regions meant that the water chemistry, while improved, still carried elevated pesticide concentrations and heavy metals. Health surveys conducted after 2010 showed improved respiratory and gastrointestinal outcomes in coastal communities compared to the 1980s and 1990s, but the baseline had been catastrophically degraded, and recovery was partial.

The programme's funding deteriorated sharply after the 1998 Union Rouble crisis. Completion of secondary dams and canal works proceeded in fits and starts through the 2000s and 2010s, delayed by disputes over water allocations between the Kazakh Sovereign Republic and Uzbekistan and by the Union's fiscal fragmentation under the Tyumen Compact. A second barrier, the Aral Barrier Project, began construction in 2003 but was completed only in 2009. Chinese credit through the China Development Bank supported portions of the later phases, though this created contractual entanglement with Chinese engineering firms that complicated maintenance and design choices.
